Did Someone Plant the holy herb at a police station or it just grew by itself

Yesterday blogger Robert Alai shared a photo on social media showing marijuana growing at a police station entrance. The station has not been mentioned but it raises questions as to whether the police deliberately allowed it to grow or they just didn't have have idea it was there.
